Demonstrating against corruption easier than fighting it: finmin

Jakarta (ANTARA News) - Finance Minister Sri Mulyani Indrawati said it was easier to stage anti-corruption demonstrations than actually fighting and eradicating corruption in Indonesia.

"It is very easy to take to the streets to demonstrate against corruption but it is very difficult to carry out corruption eradication actions," the minister said at the government`s internal comptroller`s working meeting at the Government`s Financial and Development Comptroller Agency (BPKP) building here on Wednesday.

She said that eradicating corruption was something which could easily be uttered but rather difficult to carry out.

The minister said there were a lot of work units (satker) in the government agencies that felt disturbed being supervised by auditors.

The tight supervision carried out so far has created another problem , namely the work units prefer to ignore their work rather than do it because they were afraid of being accused of corruption.

"The absorption of the 2004-2005 state budget was only 60 to 70 percent. One of the causes was that the bureaucrats were afraid of making a mistake. They felt it would be safer for them not to do it (spend the budget)," she said.

Sri Mulyani Indrawati said that many people were talking about accountability but they did not understand the definition of accountability.

She said that as a reference in spending the budget, officials should comply with the rules, efficiency and effectiveness principles.

The minister said that the observance of the World Anti-Corruption Day which fell on December 9 was a good momentum for Indonesia to reflect and introspect so that it would become a clean and good country.

She said that corruption eradication programs should be carried out along with other development programs.

"You should carry out all of the programs. You cannot go with the corruption eradication only but also with other development programs such as anti-poverty programs, improvement of teachers` salaries and other programs that have to be carried out," the minister said.
